The Utah Constitution Did you know that Utah has a constitution as well? They teach a lot about the federal constitution in school but many people don’t know that states have constitutions as well. A lot of times, if the state has been mostly conservative most of its time, then the bill of rights will just mirror the federal constitution. The federal constitution is the floor, so if a right is not listed in the state one, then it is still guaranteed in the federal one, a state can’t take those away.
